The Academic Credentials Evaluation Institute (ACEI) was incorporated in the State of California in 1994. ACEI is a Charter and Endorsed Member of the Association of International Credential Evaluators (AICE), a not-for-profit professional association recognized by the U.S. Department of Education that approves and endorsed private credential evaluation services in the U.S.
ACEI is dedicated to the advancement of international academic exchange and understanding through the dissemination of information on world educational systems and evaluation of international educational credentials.
ACEI works closely with U.S. colleges and universities, Professional State Licensing Boards, the U.S. Department of Homeland Security (Immigration Division) and the Human Resource Departments of several U.S. corporations with the evaluation and verification of international educational credentials. ACEI’s professional services are also applicable to institutions of higher education, government agencies and multinational corporations outside the U.S. that require assistance and information on education systems, credentials and evaluation methodology.
Our organization is actively involved in the training and professional development of practitioners at institutions of higher education, professional licensing and examining boards, and agencies engaged in recruitment, advising, and placement of international students in the U.S. and around the globe on matters concerning world educational systems, credential evaluation, diploma mills, and detecting document fraud.
With a combined total of more than eighty years of experience in international education coupled with a comprehensive knowledge of the U.S. system of education, ACEI’s professional team of credential evaluators and counselors are engaged in all aspects of international educational exchange and participate in the activities of major organizations in the field. Their diverse backgrounds, knowledge of international languages, and overseas experiences contribute to the overall success of ACEI.
ACEI’s evaluations and the U.S. educational equivalencies recommended in ACEI evaluation reports are determined in accordance with established guidelines and represent the considered judgments of qualified evaluators. As Charter and Endorsed Member of the Association of International Credential Evaluators, ACEI adheres to the approved Standards and Best Practices established by the Association. - ACEI evaluation reports, before issued and released to the applicant and third party, are each reviewed for accuracy and consistency by a team of senior evaluators serving on the ACEI Evaluation Review Committee. ACEI evaluation reports are advisory and not binding on any institution, agency or third party.
The ACEI library has a complete set of published historical and current reference materials needed for evaluation of international educational credentials. ACEI also has a robust digital library with subscriptions to a number of recognized platforms for information on world education systems. In addition, ACEI library includes in its archives, samples of hundreds of thousands of educational credentials from various institutions abroad, catalogs and prospectus from academic institutions throughout the world, and sample syllabi/course descriptions, which are periodically up-dated.
ACEI’s team of evaluators have contributed to a series of publications on world educational systems sponsored by AACRAO and NAFSA as well as AICE that are used as sources of reference by other professionals in the industry.
ACEI has developed and continues to update a proprietary-based International Database of Educational Systems (IDES). This Database offers the ACEI evaluating team immediate access to educational systems, credentials and verification of institution status to assure continuous consistency in evaluation reports.
ACEI also subscribes to AACRAO EDGE (Electronic Database on Global Education) Database; a web-based resource for the evaluation of international educational credentials.
Association of International Credential Evaluators (AICE)

AICE serves to maintain professional standards for private credential evaluation services.
China Academic Degrees and Graduate Education Development Center (CDGDC)
On April 3, 2013, ACEI signed a Cooperative Agreement with CDGDC, a non-profit organization with the independent qualification of legal entity directly under the joint leadership of Ministry of Education and the Academic Degrees Committee of the State Council (ADCSC). Authorized by the Chinese government, CDGDC started its qualifications verification work in 2000. For meeting the demands of Chinese studying abroad, CDGDC began to verify the results of General Examination for Senior High School Graduation and National College Entrance Examination in 2006 and Graduation Certificate of Secondary Vocational School in 2008 respectively.
Center for Global Advancement of Community Colleges (CGACC)
CGACC is a non-profit organization that is dedicated to helping the nation’s 1200 community colleges become more internationalized by promoting what the colleges have to offer students beyond the continental United States. Together, ACEI and CGACC work together to bring international awareness and appreciation for U.S. community colleges through workshops, seminars, country and site visits, and embracing global initiatives.
ACEI has entered into partnership with iTEP International on a number of projects to better serve the international student and immigrant community.
a) The Welcome Project© is a joint endeavor between ACEI and iTEP International offering individuals classified as refugees assistance with the evaluation of their academic credentials for U.S. educational equivalence and determine their English language proficiency through an approved language assessment test. The Welcome Project© combines both the international credential evaluation and English language proficiency testing to assist individuals at the onset of their resettlement in the U.S.
These individuals will be able to receive recognition of their educational achievements and language competency. Such recognition will enable them to integrate into their new adopted community much faster as they set out to pursue employment opportunities and further their education. b) English Proficiency Test – In addition, iTEP’s partnership with ACEI enables international candidates to sit for a custom, co-branded ACEI-iTEP Business Exam, or iTEP’s flagship iTEP Academic exam. These testing options will be available at iTEP’s more than 700 test centers around the world for use by ACEI’s academic and professional partners in evaluating the English skills of applicants. Scottish Qualifications Authority (SQA)
ACEI is proud to announce its partnership with the Scottish Qualifications Authority (SQA) through the publication of the ACEI’s Advisory Services ‘Program/Curriculum Review’ 2018 Report, which provides detailed analysis of four of SQA’s Advanced Qualifications. The report, based on ACEI’s key principles in international credential/program evaluation, gives higher education institutions in the United States a better understanding of the value of SQA qualifications, the caliber of those who have achieved them, and how they compare with programs of study offered in universities and colleges across the United States.
